What is the CPRG?

The Inflation Reduction Act (IRA) created funding opportunities for climate and environmental projects, including the Climate Pollution Reduction Grant program (CPRG), which was established in 2022 and provides nearly $5 billion in grants to states, local governments, tribes, and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution.

Transportation is the #1 source of greenhouse gas emissions in Central Texas, and with a decade of overlapping infrastructure construction projects now taking place, both emissions and traffic congestion will increase if we do nothing.

That's why a group of agencies, led by the City of Austin, applied for and won $47.8 million in CPRG funding.

The goal is to shift a small percentage of daily drive-alone trips in our region to shared and active transportation modes, like carpooling, vanpools, shuttles, transit, biking, and walking. Even a small number of single-occupancy cars taken off the road when some commuters shift away from drive-alone trips adds up to significantly better traffic flow.

How We Can Help You Take Back Your Time From Traffic

Movability's work will center on Measure 3, where we will support:

Mobility Wallets: This program offers $75 per month to individuals earning up to 200% of the federal poverty level. Funds could be delivered via debit card or mobile app and can be used to pay for any mobility service. The initiative is modeled after a program from Los Angeles Metro and the Los Angeles Department of Transportation.

Cash for Commuters: Participants can earn $5 per day, up to 90 days per year, for using active or shared commutes—regardless of income level. Cash and rewards will be delivered through the Carbon Cred app as well as a regional TDM platform app. This program is modeled after a best practice initiative from the Georgia Department of Transportation.

Movability will lead TDM programming for employers impacted by construction.

Helping people shift from exclusively driving alone to using shared modes like carpooling, vanpooling, and transit can save employees money, reduce the demand for parking, and reduce the number of cars clogging our roads.

Movability offers a suite of services designed to help employers and individuals reduce drive-alone commuting. We'll do the work of creating a mobility plan so that you and your employees can focus on what you do best! Thanks to funding from the EPA, we can offer these services to employers at no cost, and can subsidize some services from other providers. Here are just a few ways our programs can help:

  • Provide monetary incentives for employees who use shared and active commute modes
  • Offer Commuter Concierge chats for individuals and organizations to plan their commutes
  • Deliver hands-on training on how to use transit, bikeshare, and micromobility resources
  • Manage your organization’s transit program
  • Keep your organization up-to-date on construction timelines and impacts

The CPRG also allows us to expand some of our existing programs to help organizations affected by construction: SchoolPool program will be able to accept more schools, GoGrant funding will increase, and we will be able to offer programs and services to employers throughout the six Central Texas Counties.

Oak Hill Parkway

TxDOT is building an upgraded highway at the intersection of US 290 and SH 71 consisting of 2-to-3 non-stop US 290 mainlanes for through traffic in each direction, as well as 2-to-3 frontage road lanes in each direction. Work includes constructing new overpasses, new flyovers, lowered mainlanes, new intersections, and new shared use paths and sidewalks.Construction is expected to be completed by late 2026.

I-35 Capital Express

What's Being Done: The I-35 Capital Express Central project is approximately 8 miles along I-35 between US 290 East and SH 71/Ben White Boulevard. Improvements include removing the existing I-35 decks, lowering the roadway, and adding two non-tolled high-occupancy vehicle managed lanes in each direction along I-35 from US 290 East to SH 71/Ben White Boulevard. The project will also reconstruct east-west cross-street bridges, add pedestrian and bicycle paths, and make additional safety and mobility improvements within the project limits.

What's Up First: Work has already started on the MLK, Jr. bridge reconstruction and is beginning on the Lady Bird Lake segment. The first roadwork on the Lady Bird Lake segment will start this summer, and will include widened shoulders to accommodate shifted travel lanes and work on retaining walls. The interchange construction that will impact Riverside Drive is expected to start later in 2025.

183 North Mobility Project

The new $612 million project extends 9 miles from SH 45 North to MoPac in northwest Austin and will reduce travel times and improve mobility for commuters, local drivers, visitors to the region, and people who prefer to use public transit, ride their bike or walk.

Austin Convention Center

Demolition of the convention center began in June 2025, triggering several nearby street and active mobility infrastructure closures. The new convention center is slated for completion in early 2029.

Project Connect

Project Connect is expanding transit options throughout the Austin area, adding a new light rail system, improving existing commuter rail service and expanding bus routes across the city. Light rail construction will impact some of the city’s busiest corridors, including Riverside Dr., South Congress Ave., and Guadalupe St.
