Creating a Multimodal Development through Public-Private Partnerships
This panel of public and private experts are collaborating on creating multimodal developments throughout Austin - giving the end-users (residents) options to not own a personal vehicle to save money; and giving developers options to save money on parking. This trending type of multimodal development associated with a housing or mixed-use project is innovative and will continue to be trending in the region.

Jacob Calhoun, AICP is a mobility professional working towards creating a dynamic and diverse transportation network for Central Texas. He is currently CapMetro’s Director of Transit System Enablement ensuring that the agency grows with the implementation of the Project Connect program and that the system is integrated into the fabric of the region. He has been at CapMetro for over 10 years working to bring the future to reality through teamwork, clear communication and thoughtful planning. Jacob received his Master’s in Urban Management and Development from Erasmus University and his Bachelor’s in Sport Management from Texas A&M University.
Jacob Francis (moderator) is a multidisciplinary transportation planner with extensive experience across a diverse array of projects, including Transportation Demand Management, parking and access planning, transit service planning, community consensus building, active transportation and safe street design, multimodal planning, and development review. Jake is known for his strong visual communication skills, leading projects that produce compelling visuals to effectively convey complex concepts and persuade stakeholders of the benefits of enhanced mobility for all.
Sean Garretson, AICP is a seasoned land development and city planner with over 25 years of experience helping cities across the US improve their downtowns, economies and affordability. He started his company the same year he joined Chestnut Neighborhood Revitalization Corporation, where he leads a diverse team in creating opportunities for affordable housing and commercial ownership.
Dor Korngold is the Founder & CEO of MOD BIKES, an Austin-based electric bike company established in 2018. With a mission to make urban transportation more accessible and sustainable, Dor has led MOD BIKES in designing high-quality, versatile e-bikes that meet the diverse needs of modern riders. From launching one of the first electric sidecar bikes in the U.S. to partnering with local initiatives that promote alternative transportation, Dor is passionate about rethinking mobility—especially in communities where car ownership is no longer the default.
Kristin Pipkin, P.E., M.S. has over 20 years of combined experience and education in civic leadership and engineering to drive and deliver complex programs through partnerships at the City of Austin. She currently serves as the Program Director at Austin Transportation and Public Works leading a $48M program to provide alternative transportation options while $20B in transportation investments are constructed in Central Texas over the next decade. Kristin has a Bachelor of Science in Civil Engineering from the University of Texas, Master of Science in Civil Engineering from Colorado State University, and is currently pursuing an Executive Master in Public Leadership through the LBJ School at the University of Texas.
Nick Vetsch has been working in the carsharing industry for over 10 years. During his time as General Manager of car2go Austin, he managed a fleet of 400+ carshare vehicles and worked with property owners to incorporate carsharing on-site at more than 150 properties. He currently is VP of Business Development at Quantum Mobility, an Austin-based startup providing carsharing-as-an-amenity to multifamily properties.
